Follow the below steps to add MYSQL user permission for database.
Step 1: Login to your Cpanel account.
Step 2: In the home page, click the MYSQL Databases icon under the "Databases" menu.
Step 3: In new page, create a new database and click the button shown in below image.
Step 4: Now, enter the username and password in the respective fields.
Step 5: Map user name to the database.
Step 6: In the new page, under the menu 'All Privilege', select all the options.
Step 7: Finally, click Make Changes button.
